It usually takes a few hours, but they're usually on top of stuff like this fairly quickly compared to other companies.
On the surface it looks like someone was trying to hack your account, so they locked it to stop it from being taken over.
If this happened again as soon as you made a new account, then my next guess is you have some software running which UBIsoft doesn't approve of (could be anything malicious or a back door for a hacker). There could also be an issue with your ISP/location.
Tossing ideas out in order to take anything into account, since the results are personal to you and final.
