Report a translation problem
The first is uncheck the "Turn on fast startup" checkbox. It's under Control Panel --> Power Options --> Choose what the power buttons do. This really only helps if you only ever Shutdown your computer...which I do. I hardly ever Restart my PC. Fast Startup is sort of a shutdown / hybernation mix. Just restart your computer before a gaming session and it will accomplish the same thing as unchecking that checkbox...which is to boot into a completely refreshed / reset state.
The second thing that helped me greatly...I use ReShade with this game. I noticed 4.x.x versions caused big FPS drops in Mykonos. I reverted back to a 3.x.x version of ReShade and it really helped. This will only help you if you are using ReShade 4.x.x in the first place.
One thing I think is happening is that some of the FPS drops are happening only at certain times of day/night. I think certain times are more taxing on rendering. I noticed this also in Witcher 3. Keep an eye on what time of day or night it is when you are in Mykonos or any city...best you can, we don't have in game clocks...and see if the FPS drops are happening at pretty consistent time periods. I've definitely experienced this.
Torches and fire are still a big problem. I've noticed if I am around a group of lit torches or camp fire and then I light up a torch, I get FPS drops. By the way, why does fire still look so bad? Why is it a pixelated 8-bit mess? Please fix this UbiDevelopers...and take a closer look at fire performance hits.
This is all the help I can suggest. I've learned to live with the performance issues because they are rare. This is a massive and complex game, and I'm on a GTX 1070 @ 1080p. I love this game and just want to play it, so I will deal with the performance for now.

Did u turn all HUD off?
You could try to set max pre-rendered frames to 1 which did help a bit in my case but other then that we'll have to wait for a patch to remedy these issues. I have already tried a lot of fixes but these seem to be issues with the game itself.
