Best settings to Play at 60 fps?

Don't know what kind of money budget you're working with but.... IMO you should bump that gpu up to a GTX 1060 6gb model... at least. I had a GTX 980 4gb at time of release and I was just barely "playable" before noticing serious framerate drops in certain sections of the map.

Everything Ultra but in game AA is crappy optimised, so I set that to Medium. I get 55ish FPS with 40ish FPS in major cities.

You probably won't get a completely locked 60 fps but I would just try setting everything to Medium (presuming 1080p), then try turning up settings one by one, but probably leaving shadows and lighting at medium, also Depth of Field and volumetric fog, use medium.

The cities are heavily CPU-bound and AnvilNext 2.0 scales well with real cores so I'm guessing the OP will get a lot closer to 60 fps in cities, presuming they pick the right settings for their GPU.

Yes true, just gave OP a general guideline.

Though the OP will have to atleast up the GPU. Currently everything set to Ultra uses almost 4GB VRAM. The 3GB VRAM just wont cut it if that is what he will be aiming for. I think everything set to Medium uses almost 3GB VRAM?? Never took note of it.

Mine did (GTX1660Super) and I have smooth 60FPS. I am on very high setting, I think, as I said, Nvidia configured it...
