Everything Ultra but in game AA is crappy optimised, so I set that to Medium. I get 55ish FPS with 40ish FPS in major cities.
The cities are heavily CPU-bound and AnvilNext 2.0 scales well with real cores so I'm guessing the OP will get a lot closer to 60 fps in cities, presuming they pick the right settings for their GPU.

Though the OP will have to atleast up the GPU. Currently everything set to Ultra uses almost 4GB VRAM. The 3GB VRAM just wont cut it if that is what he will be aiming for. I think everything set to Medium uses almost 3GB VRAM?? Never took note of it.
Mine did (GTX1660Super) and I have smooth 60FPS. I am on very high setting, I think, as I said, Nvidia configured it...
