Can I play AC Odyssey with 2.3 GHz (i5-8300H) and nVidia GeForce GTX 1050 ?
My Laptop has i5 8300H with 2.3GHz normal, max. boost is 3.8 GHZ.
nVidia GeForce 1050 should be fine.
System requirements sais that I need 3.1 GHz at least
I wanna play this game!!!

Yes you can. But dont expect super great FPS or settings.
With that CPU & card you can expect around 30-40 FPS on a mix of low- medium settings.
Would recommend locking the game to 30 FPS which is a option ingame.

But it will run.

Yes, medium at most. Low would be the way to go if you want a stable gaming experience without it stuttering too much.

PS: I have an option for 2.8 GHz. This would make the gameplay more stable etc.?

I would definetly try to clock your CPU as high as possible, the game is very CPU dependant.

The 1050 is your weak point and I don't think clocking the i5 higher will make a difference with a mobile 1050 other than cause more heat.

Locked at 30fps with low/med settings like the others have stated.

I wouldn't recommend the in-game 30fps cap. It causes microstutter. Use RivaTuner's framerate cap or Nvidia Control Panel/Inspector half refresh rate.
