Bodies get detected even when they are in bushes?
Title. If you do a takedown on an enemy into a bush the body isn't found. If you enter a bush with a body and drop it the body will be found 90% of the time. Can this be fixed? It ruins stealth completely.

If you are in the same bush as the body and you are afraid they may see it, pick up the body while crouched. John Cena.

As long as the guards don't patrol right by the spot I dump my bodies, I haven't come across this. It behaves as expected. I know that if I drop one near a popular patrolling lane, it might be spotted. So, I try to find places somewhat off the beaten path, if possible.
