not a specific island, you have to weaken the region wich is called obsidian islands. (if i am not mistaken)

in the south next to laconia (if i remember right), if you go with your mouse over the islands you will see to which region they belong. :)

There are only two obsidian islands. Weaken the larger one, start a ship conquest battle, and the cultist will be there.
