It appears my internet is slow right now, and that affecting gameplay is just stupid.
you most likely have something going on in the background thats creating input lag. could be software or driver related, or hardware components. whats your HDD or SSD? what about your RAM, dual channel? single? amount? are you running at 1080? 1440? 4k? 30fps? 60fps? kb/m? xb1/ps4 controller?
what else is running in your processes? itunes? media players? spyware/adware? cpu heavy AV software? do you have a virus? a trojan horse?
the problem here is that to a computer professional like myself, watching someone get all pissy and then be WRONG about what the reason for something like is just hilarious.
try changing the Vsync settings, adjusting resolution, lowering AA to medium or low. its an ubi game, there graphics engine is just poop on these recent ACs even with top tier hardware.
How about Fullscreen mode? This bug popped up YET AGAIN last night when I logged in to play. Game switches from Fullscreen to Windowed, and for some reason, this game plays TERRIBLY in Windowed mode for me. I had to switch it TWICE last night, because the first time I did, it didn't stick. It's the weirdest thing, and I can't pinpoint what the cause is.
I switch to Fullscreen and if it keeps "lagging", I go in and set Fullscreen until it "sticks". Once it does, it plays fine. As far as I know, I'm the only one experiencing this, but the symptoms sound very similar to what you might be experiencing. As of yet, no one has confirmed that it helps.

Try ingame fps cap to minimize cpu bottleneck factor
