Witcher 3 had the same problem with how slow the horse was in towns. And someone modded it so the horse would run in towns. Because Witcher 3 has mod support.
Ubisoft games have no mod support. So if anything needs to be twinked its on Ubisoft to twink it.
Which age's Ubisoft games much faster than games that allow mod support.
You have had a sprint button on the previous modes, if you don't like to run over people, then stop holding down the sprint button. Done.
There is no reason in removing the overall sprint feature for 90% of the rest of the community.
Ubisoft did, frankly said, a sh*tty job on on restricting this crap.
Even riding along outside of towns, it is pathetically tiresome having to wait for the mood of sprinting or not and gets annoying even more when in fight and a freaking bear is faster than your naturally faster horse, why? Because it won't sprint.
this has most likely performance reasons, town walls are not a wall which restrict the area which gets loaded, assets behind town walls get loaded if you are near to the town as well so i assume that the slowdown a bit outside a town also has performance reasons.
In origin I use the animus hack to make run speed 200% (sometimes more), because I have a life outside of AC so I don't need to play a walking simulator.
The other day a dev or someone from Ubi said on their official forums that he/she "hadn't seen any reports" of horse speed problems. There's only been about two dozens posts about this, both here and there. Someone isn't getting the message obviously.
But the sad thing is, any dev who actually playtests horses using mouse and keyboard shouldn't have to receive a report to realize something is very wrong. It's such an obvious problem it would be like if all the grass in the game was neon pink for all users on all configurations and the dev says, "Sorry I haven't seen any reports of pink grass." Load up your game! There's your report!
I also never said I wanted a slower option, I quite like it the way it is.

til its this way your going to always have complaints about to slow or too fast.
why the game is not patched yet to add riding speed option ?
About the performance stuff ... not really.
I made a hack for the riding speed, ignoring the parameters and nopping Ubisoft's bullcrap on the horse behavior: Had no issues, stuttering, caching or any other kind of delaying while manually and auto riding with the usual max speed that the player can reach with the horse.
