Cannot get the last piece of Greek Heroes set

[Dweller Beyond the Threshold]

I found the first one from a merc on level 23. I’m now 40 hours later and have all except one last piece, and even after killing few dozen new mercs, i have not seen it dropped.

Is it dropped by a specific merc or is it just completely random? Thanks.
