I can't kill Athens leader or weaken athens?

The game currently will not allow me to weaken athens or kill Athens leader. when does this change? I am guessing this is for story reasons since I am earlier into the game?
Or do I need to give control of most territories to Sparta first?

i dont think that you can actually conquer athen, there is no battle area in attika (the flag symbol).

I noticed this as well, I think you first have to conquer the whole of Greece or majority of it for one faction and then attack the capital.

historically athen was not taken with a battle, they got sieged until starvation and desieses forced them to surrendered.

I am finding "burn war supplies" everywhere for Attika (Athens) in the region of Attika and that Is why I asked. ohwell, free loot ethier way.
