Can’t Access the Arena

I’ve this odd bug that occurs at the completion of some smaller side quests, the nearest person to me just drops dead. No one reacts, the body is lootable, and it’s not treated as I’m the one who killed them. They just drop.
This was more humorous than anything until it happened to the quest giver outside the arena. I was working on the second round of max lvl opponents and when I returned to the entrance after a fight, the guy just dropped. And he won’t get up. Reloading saves, forwarding time and doing other missions. Still just laying there every time I return.
Anyone else run into this or know a work around?
