I'm at the same position, on NG+ but this time I managed to craft 2 and I have 3 ingots left :/
In order to avoid this, before you use the forge for the first time, leave all adamant weapons from previous play through on the ship, and leave it there until you craft all 3 weapons.
The bug is in the procedure that happens each time you use the forge. The game looks through your inventory and for each adamant weapon it find it's mark the quest as done.
Apparently whoever design this quest line didn't consider NG+ -_-.
or what we are doing is actually an exploit and we were not suppose to get multiple copies after all and the only reason it works is that in Atlantis the ship is not loaded and the game doesn't know we got this weapons.
That is weird. I am in NG+ but it didn't happen to me actually and I probably had all 3 forged weapons when I did the forge quest again. I actually rushed to this point to be able to make an assassination damage based spear. But just in case I was lucky, this is really bad.
To give an update on the situation, we found that actually fixing this issue could cause further issues in the game overall.
The issue was found to occur when playing through the DLC twice. Because there is a workaround available, the dev team decided it was best to leave this as it was, as it doesn't affect the story of the DLC as it is a side quest.
The workaround is to store all three of the created weapons that you created in your first playthrough into the storage chest on the Adrestia, this should allow you to craft all three weapons again. APologies for any inconvenience caused.
