You can adjust the lvl scaling in the menu though, but they can only go as low as 4 lvls below you.

Then go to options and change the level scaling. Its not exactly rocket science.
Besides, if the game didn't level up at least a little, the amount of XP you'd get would be almost nothing, and you would be stuck at level 25 or so for most of the latter part of the game. Considering that you need to be level 50 (at least) to play the new DLC, that would be one long slog to the end. But, if you want to be like Markos...

So sad... The game could be awesome.
all the games I know, you level up, the low level quests are easy. Final Fantasy Online and many others.
It is a bad solution.
If the quests gave some gear, clothes, pet, mount, exclusive you would do the quests anyway, then you would have to raise money to level up that gear-item at your level
I understand what they tried to do, from your perspective, but it seems to me that it is not the solution at all. It ruins the immersion that is already compromised because there is no character creation and I have to play as a man or ugly Tomboy
e.g. at level 30, you may need a critical assassination to guarantee a kill on a polemarch or leader. At level 70, you can guarantee a kill on a leveled mercenary or leader or polemarch with a regular assassination. I don't know that I could have easily taken a level 25 mercenary as a level 20 character with level 17 gear, but a level 99 mercenary didn't last very long when I was level 94 w/ level 91 gear.
Leveled enemies also mean leveled gear which means more resources. It costs ~450K drachmae to train up an engraving type from 5 -> 10, it typically costs over 11K iron to upgrade a single sword when you're level 9x, the top-tier ship upgrades cost an awful lot as well.
It keeps the game challenging, but at the same time still feel like you are progressing. Most players don't enjoy 1 shotting enemies and want to keep a smoother progression. If you don't, then you are more than welcome to adjust the level scaling in the options.
You can adjust the level scaling options in Odyssey. Light and medium are both options if you don't want enemies to match your level.
- Medium allows the content to be up to two levels below your current player level.
- Light allows the content to be up to four levels below your current player level.
