Melite Cultist Glitch? (Spoilers)

Just finished the Dione questline and was told that the next cultist is Melite in Pephka. I read online that he's in Kresilas's Residence, which I already cleared out way before. I can't find him here, nor anywhere else on the island. Am I missing something, or is this a glitch? Thanks!

One of the other pages I read said something about being at least lvl 33. Dunno if its true.

As well the Minatuar De Force quests must be complete.

Thanks! The problem is, I already beat the Minotaur de Force questline, and Kresilas's Residence is already marked with a golden check mark, meaning I cleared out the area already... Every time I return there, I only see soldiers, and the Cultist is nowhere to be found. Is it possible I killed him previously without realizing and just forgot to confirm the cultist kill?
