Anyways just do random missions (grey iconed) and region battles, if you want to really lvl up fast enough. But yeah the important thing is that everything is at your level or above.
Just do the bounties. They are always in the same region (smaller region is better if you want to just do bounties over and over again) when you accept them and if you need to talk to a quest giver first - the target location is always around ~300m from the quest giver. Kill a mercenary or bandit camp gives the most xp.
They don't expire so you have as long as you like to finish them (aside from the weekly orichalum contract, that is).
Unlike bounties, they never force you to confirm a kill, so you will never need to choose between fulfilling a contract and recruiting somebody with legendary ship-running skills.
They often overlap. e.g. you could have contracts to weaken Spartan strength on an island, to kill <x> Spartan leaders, to loot <y> Spartan national treasures, to kill <z> Spartan brutes across Greece, to sink <w> Spartan ships, to sink <v> Spartan pentecosters -- so attacking a nation fort in that island, neutralizing the leader and all the garrison, stealing the national treasure might set up a naval conquest battle that lets you make progress in all these contracts). One contract to loot multiple national treasures might be a pain -- but when doing so lets you fulfill multiple contracts, it's much more worth it.
War contracts are the ones which don't have an expiry. Megaris is the only time efficient region you have for your current level.
In my game at least, in Lakonia I get constant war contracts to kill Spartan brutes and Spartan soldiers. You can do them in a few minutes just riding from the port to Sparta and back.
Ubisoft said this is an exploit and they are going to sanction players who intentionally use that exploit.

To be underleveled in this game you have to play in a very weird way because it is extremely easy even at hard difficulties. It's not Dark Souls or something.
In that case you can do the war contracts if you want, they are things like "kill X soldiers" "win X battles" "destroy X supplies" "kill X animals" which you do just by playing normally anyway. Often you can have two or three with the same goals.
There is zero reason to buy the booster so don't do it.
Explore lower level maps. There are tons of ? marks to discover and all these locations can be finished for extra xp and money. Do the sidequests marked with gold too. If you explore even a little you will level up really fast and outlevel all remaining maps without touching the main quest.
