I was wondering the same thing a couple of days ago. There doesn't appear to be any sub quests or in game info about it. Should have at least have some mention of the flooding in one of the quests.

that was around 8th century bce
pipes and pressure systems came around 1st century bce
plus all of that is irrelevant, the game characters don't acknowledge the existence of the flooding, so it probably is a bug with water height at that specific region, or maybe they didn't bother making the ai special around that location, if it's an "actual"(in story sense) flooding of maybe an underground aqueduct raising above the floor level
