I ended the game + all DLCs and total completionist run with 165 total points (level 89, so a level 99 will have 175 points between leveling and acquiring more points from locations). It would take for 112 for all skills + 1,640 for all masteries = 1,752 points to max out everything. That would mean grinding 1,577 "levels" after capping at 99. You can definitely get all skills you enjoy plus a lot of mastery skills that suit your playstyle,but all? No.
You can certainly experiment and find a playstyle you like - respeccing is very easy, so you're not locked in to choices you later regret.
That 175 is counting all the steles / marble maidens / isu data caches / etc. that give skill points.
There's 77 skill points per playthrough that you can get that aren't tied to level progression. Still would take you absolute ages to reach 1,752 points.

You can endlessly repeat NG+ for grinding ability points but personally I prefer getting ability points by clearing Points of Interest(“?” marks) or quests.
I would only recommend using an XP multiplier after reaching lvl 99.
That's because if you level up "too fast" you may never unlock some of the cosmetic variations for gear in the transmog menu (the different colors for the non-legendary armors and weapons).
I say this, because I've seen a lot of people that used an XP multiplier early in their playthroughs and later noticed that they never unlocked some of the transmog variations; and as far as I know there isn't any method to unlock these variations with any trainer/cheat table.
I didn’t know the issue but I didn’t drastically increase XP multiplier until Lv99 because I didn't want to be OP but just to balance XP rate.
So It doesn’t seem I had the issue.
After Lv99, I significantly increased the multiplier, though.
