and one seems i must have killed because i dont see the leader anymore

However all are weak but still says

Weaken persephone's control in Heukalions heritage and Minos's faith

so are these gonna end by quest?

Every area has a bar (in the map) shows how much control left you will need to clear all ? areas, maybe even keep killing soldiers in the area to make it reach zero control.

You have to do more than just kill the overseer of each area; you need to get each bar down to nothing. For me, ensuring I killed any Kolossi (the statues) I came across helped with this, as they give strong reductions each time you kill them.

So just keep killing / clearing hostile targets in each of the areas -- once you have totally depleted the bar in one section (you will know when you've done that since the quest will remove that area as one of your objectives), move to the next and do the same until you've completed the quest.
