Likely has nothing to do with Ubisoft and everything to do with Valve's own update schedule for their services.

You dont know what you are talking about. There is no "valve update schedule" for third party games. Any creator can update the files for their game at any time and set a date and time to launch the update into any of release branches they might have. Live branch for most of the people, or weekly/nightly branches with Work In Progress stuff. It's deliberate
