Feels like .44 ammo is WAY too scarce
I get that it's the high damage alternative, but it feels basically impossible to try for a revolver playstyle in this game. Especially if you're going a guns akimbo build with Gun Kata, you burn through ammo so fast that I always find myself switching back to dinky basic 9mm pistols instead. I really like the Deagle and the JS .44, but I've literally never used them on pistol builds, only as a backup on like, Onslaught or Blademaster builds.

Am I alone in this opinion?

This is for balance reasons. .44 slowly dissapears around Europa. The JS was nerfed twice and still is an OP gun. You can main .44 in later stages of the game only if you invest in traits that help with ammo economy, or use your multitools to charge ammo stations.

I do find them scarce, to encourage player take up Army Surplus, Scavenger?

I get that, but it feels REALLY bad to get to Europa and have a .44 SMG or Deagle drop when you literally haven't seen a single .44 bullet drop for the last four stages.
Ammo economy in general feels really bad the further you get, I have only once gotten through Io without completely running out of ammo... and that was my last run, where I ran out of all ammo in Dante Station L3, and had to try and fight the final boss with nothing but a CRI Blaster and that relic that inflicts bleed on all enemies you can see. Absolutely painful. It's not even that I wasn't using scavenger, it's just that you don't fight many enemies that drop ANY kind of ammo, and at the end the only ones dropping ammo were rocket Ravagers.

I finished the game four times so far and the ammo scarcity isn't as bad as you describe it to be. If you want to main the JS .44 you just have to take Scavenger to make sure to always find ammo for it. If that wasn't the case it would be way too OP.

There's also a lot of ammo terminals on Dante, not sure why/how you ran out of ammo. Was it on Ultraviolent? If that's the case I guess you just have to stack up earlier - at least to me that's the only difficulty I ran out of ammo once, after I got two Infestation floors in a row.

Efficient weapon mod basically doubles your ammo and with ammo/grenade stations you can make as many ammo as you want, provided if you have multitools.

I thought Efficient only affected reload time.
Seems like it's intended. If you want to use .44 you need to have scvanger or surplus. In my .44 run 2 points into surplus kept me stocked the entire time

I think on higher difficulties it becomes easier to keep up with .44 ammo because enemies carry higher tier weaponry earlier on.

But after Europa you want to get some ammo salvaging skills if you don't have a large surplus of .44 ammo from Callisto.

No, efficient mod literally makes it so you load one ammo into your weapon and it becomes 2 ammo in the weapon. It doubles the ammo you find in that weapon. It has a side effect of letting you load revolvers twice as fast because the ammo doubles.

I'm the jackass that uses JAC .44 SMGs and I have never once regretted it, and I agree with what everyone here says. .44 ammo is powerful, but you need to invest at least a little in ammo conservation methods, whether that's Scavenger, Army Surplus, multitools for ammo stations, Efficient, or a mastery that shaves ammo consumption.
