What is the function of tech monitor?
Repairing at a station nearly always gets you to 100% - why would I want something that increases durability repaired by 50? Does this stack with auto-repair? Like each tick of auto-repair repairs more?

It increases the amount repaired by using multitools from your inventory to repair armor, from 25% to 37.5%
The fact that multitools can repair armor is often missed

I literally had no idea until I played the impatient challenge last night and then was like wait... could I have been doing that this entire time?

Yes is the answer. I had no idea. Then again, by the time you could get tech monitor, you are usually building into wizkid anyway so you're going to be able to get autorepair which seems significantly better to have. Or even just go with durable. By the time you're taking so much damage that you are resorting to using multitools to repair yourself it seems like you're probably in a desperate state. I guess maybe endgame?

That at least explains what the point of a multi-tool is in dante.

Is there really a reason to ever take this?

Amount of protection from incoming damage provided by armors is tied to their durability and linearly deteriorates as durability goes down.
Autorepair fixes armor up to 30% of its durability only, not providing much protection as result. It is more of a tool to prevent armor from falling apart completely in order to keep providing its perk effects rather than providing actual protection.
Tech monitor, on other hand, allows more efficient multitool repair in order to keep armors topped off and providing their full damage negation values.
They are different tools for very different purposes.

I'm tracking that, but on harder difficulties I find that if you're taking that many hits your run probably isn't far from over anyway. Maybe that's just the way I play though

Edit: This game seems to punish you very heavily for face tanking.

The difference in difficulty pre- and post revelation is dramatic
