There are few ways to fix that however :
1. After a successful parry enemies take 50% more damage OR are stunned for 1-2 seconds ( so it feels rewarding to play with shield and provides some easy damage chance )
2. Shields should either provide 100% damage reduction to physical attacks when blocking ( but have a break limit if you hold the block for too long )
3. Or introduce a flat passive armor bonus ( lets say 15% damage reduction when having shield equipped ).
Im sure there are other ideas out there but those three would make me reconsider choosing a shield :)
I agree - shields are now almost useless, as it's much easier to dodge + wield two-handed weapon. They should be more useful.
