How to make evidences?

Does someone have an idea how to produce evidence for the investigation Board?
Evidence storage only storage it... (as the name say)

you get them from police emergencies, same as paperwork ;)

I still didn't get one after 2-3 days I just started the second week on the first mission.
Is it something you have more chance to get in harder missions ?

Evidence will be brought back from advanced crime scenes / emergencies and will take a bigger part in the late game :)
