Can't research Engineering Bureau Project

It is greyed out, so I cannot research the underground storage. I have a school, university and research facility all in the same city. There is no tooltip when I hover over the research or information on how you can unlock. I'm at level 15. Any ideas?

You need to build a special building called Engineering Bureau, which you can find in the social tab.

Thanks. Seems I need level 20 to get that. Shame there is no tooltip on the research screen that explained that.
