things just are not working right regarding cargo ships.

ok i have a over abundance of water buildings. they all are always at max inventory 30/30 my storage area is at 50/50 all my cargo ships sit around for a period then when the trade portal opens they rush to it.
all while this is going on it is like they just do not deliver water anywhere. so i try to set them prioity one no nothing much happens. i build 10 cargo ships. my airport freaks out and i can no longer use it. its locked saying i have 2 matter and not able to queue a ship.
i have 130 unemployment even though i spread shiips around. and i go to build personal craft and i cant cause the air[prt is locked. what in the hell is going on here. im stuck in some constantly out of water loop cause my cargo ships just do not deliver it even though i have 8 2 water a cycle building all sitting full. wtf.

If your warehouse is full and your water dispesaries are full then your cargo ships can not do anything. If water needs to go to other areas and is not being delivered like food or trading platform then set the food priority to 1. If you need more room upgrade your warehouse for 5k.

As for a unemployment of 130 well that is just bad city management man try not to build new buildings unless you need workers.

If your airport needs matter then produce more matter for it and when the gargo plains deliver it, it will start production.

1) Have you build trading ship or cargo drone ?
2) Have you set the water extraction stations / filters priorities to one ?
3) Have you upgraded the water extraction station ?
