If you mean that you have spent all of your matter and you can't build anything else including the landing platform, I suggest that you build the trade shuttle in your first city then sell matter to your second cliff until you're able to build the landing platform and residence for your people.
Tip worth mentioning: The trade shuttles uses uranium as fuel so you may have run out of stock at first. Work around for this problem (even if there is no uranium deposits on your cliff) is researching the "Reverse reaction" under the "Energy improvements" tree. It'll give you access to the "Uranium absorbent tower" which can produce uranium at a cost of money and a little bit of power consumption but it will also increase the ecology, so that's a plus!
EDIT: Holy shoot, it works. This is definitely a bug, isn't it?
I'm not too sure if the OP means that he tried to set up a new city and failed or if he is playing on a map like Heavenly Waters and means that small cliff outside of the main one but if it is the 2nd, workers are "common pool" in the city so even if you don't connect the small islands to the main cliff, workers still "teleport" to their workplace so it's not a problem.
