Report a translation problem
Reading past topics this seems to be a common problem with a simple fix. Run the game directly from your steam library first and select "Launch Display Settings". Running the game from a shortcut will bypass this. The display tool will enable you to select the resolution. Once configured the game will work as normal both from steam or a shortcut. Hope this helps :)

Didn't work for me
What ended up working for me was I had to disable the steam overlay and then it would let me click display settings. Before I disabled steam overlay, it would still take me to the green screen even if I clicked on display settings and not start game. Hope you get it to work, it's a great game.
From a game's library page, select Manage > Properties.
Select the Local files tab and click the Verify integrity of game files... button.
(Win10 latest updates, 2560x1440, my PC should definetly be able to run it LUL)
i have had this problem my son hunted and found the fix it works the game has a problem reading modern hdds so goto https://github.com/riverar/IndirectInput/releases/tag/0.1 install this file in the swep1racer directory and away you go
