If you haven't found how to do it yet, when you launch game boot the Configuration Tool instead, and you will find the video options :)

I have the same problem where the game opens and it is not full screen. any ideas?

Right click on game in your Steam library and 'Lauch Configuration Tool'. It will open up a menu in which you can change the video settings for the game (though this won't work for the opening cut scenes)

I just bought this game last night wondering if I'd have problems but it works pretty good. Crashes occasionally but NBD. The config tool doesn't allow me to go to 1080p though. Not sure it recognizes my graphics card because the menu just has "display driver" or something generic like that

Yes, video options is there, you are right. Problem is, when I use it, maximal resolution which can I choose is 1680x1050 only, with gtx 1650ti :) but I am glad game is at least running now :D
