Short answer - unfortunately, no - all permanent mounts will cost real money. But, I think it's worth it. I just have the standard, tried and true horse :D

You can get permement mount during events - it's random chance, but it's available. Also during birthday event it is possible to trade some event stuff for permement mounts (that's how I get mine).
