A Head Hunter has 85 vigor.
Increase his Evasion by 1% and you're basically increasing his survivability by 1%.
Increase his vigor and you're increasing his survivability by about 1.18% (1/85).
Slightly better.
Your calculation is too simplistic. OP has a point here.
But perhaps OP is also missing a point. Vigor buff is good for squishy units that need that vigor in case they do get hit. If your minion has less than 100 vigor and enemy hits for 80 damage, that means two hits will ruin that minion for good. If you don't want to take that risk, increase its vigor in case you get 2 bad rolls in a row. Still, +5 vigor is kinda dumb, I agree...
For squishy units, Evasion and raw damage upgrades are king. Free starting Blocks and Wards are a close second, except on Endless Rise where everything just crits through them anyways.
