If you go into the mod files, you will see one called campaigndefinitions.csv. There is a column called initial war bonds that you can change to whatever you wish.
There is another file called GlobalConstants.csv. There are 3 values called BasicPortIncome, MinorPortIncome, MajorPortIncome. Thats how much you get per day per base type. You can change those to whatever you want.
There are 3 XML files called Japancampaignobjectives, USAcampaignobjectives, UKcampaignobjectives. All the objectives are set in there as to raiding bases and invading bases. You will see some have a "Reward" entry which is the war bonds gained by completing objective, So you can edit thiose values to whatever you want, depending which camoaign you want to play.
