Yes, but it's not official. The editor has been developed by Getmanaging.com.

It is a premium generator for 4shared links. Once you have pasted the link click on "Generate" green button and then download the file through Server 2 or 3. It's pretty simple.

Inside the rar file there will be the editor and a readme.
