When starting in VR (Rift), i see doub le layers: 1 for the game, in screen + 1 one that seems like a garage? Also I get loads of blue dots distorting it all.

I have found a solution for the VR stuttering. In the game, on the track I have changed the resolution scale to 70% and hit apply. With this for me the stuttering has gone. The interesting part in that when I change back the resolution scale to 100% it looks normal, no stuttering. It's a little bit annoying that I have to do it every time when I go on track, but at least it works. Let me know If you try this and works for you too.

@WernerSpeck If you haven't been able to solve the double hud issue yet, try enabling all of the hud items. I had the same issue but this fixed it for me. GL
