Can you put a wiper down?

Hey,

when I am choosing a camera view which is inside the car, there is a wiper upright on the windshield in some cars.

Is it possible to put a wiper down so it wouldn't cover some parts of the screen? Or is there a reason why a wiper is upright instead of being down on the windshield? I am wondering why there is a wiper upright in the windshield when it's not even raining... :)

Being straight up is less drag on the car than it being horizontal.
