As stated before, GT3s dont have handbrake neither need to.
Purpose built race cars do not have handbrakes. I use the term purpose built as someone turning a street car into a caged race car will likely still have the original handbrake. Drifting is not the fastest way around a track and purpose built race cars are only designed and built to make it around the race track as quickly as possible.
ACC is focused on the GT3 and GT4 racing discipline which are purpose built race cars so there is no reason to include the option. If you were to play something like Project CARS 2, you would see there is a handbrake configuration as there are street cars in the title which do have handbrakes. However, with the race cars, the handbrake does nothing (as they emulate what a real race car has or doesn't have).
Also keep in mind that more modern cars equipped with handbrakes which do not function like drifting handbrakes either. They are electronically controlled on newer cars and you cannot active them above certain speeds (in which at least in PC2, it does simulate that and you just can't take any car and expect to use the handbrake like a drift car on every street car).
The GT3 cars dont have handbrake so the sim dont have either.
I dont even know where the handbrake you said is at keyboard mapping but if that is it is a mistake by the devs because these cars dont have handbrake irl.
You have a Lotus Elise in ACC ?
I must have missed this DLC.
AC Evo will probably have handbrakes since it’s more a road car game.
