Are you referring to single player races when you say it let's you use silver?

I qualified 1st, allowed people go in front, then I just overtook on 1st lap those that screwed around and I took care with whoever was behind.
Many actually leave after the first crash and some just return to pits to continue later, it also happen a lot in Monza and other tracks because of T1 where people tend to pile up.
My suggestion to go online and farm SA, allow everyone in front before race start, try to stick behind without forcing overtakes on at least 1st lap if people are to close to each other and watch how everyone is racing to see if people are racing fair, to check everyone else pace and braking points, for at least 1 lap, then you start overtaking.
If you can have car control and attention to your surroundings (and if you dont mind not starting in the front no matter how good you qualified), then MP lobbies even with zero SA can be fine to increase your SA.
If you are faster, you will eventually overtake, if you are slower, you will not hold back, not for long and not without costing you a lot of tyre wear, pressure and being more prone to mistakes, also if you dont know the other driver, you dont know if that is the fair or unfair kind of driver, skilled or unskilled kind of driver, so in public lobbies with people I did not drive yet or did not drive enough nearby, I dont risk so much (and still sometimes crap happen anyway and, you know, sometimes driving some 0.5s near the driver in front I can also commit a mistake or not expect a much earlier braking too, but that is a risk).
I don't believe what you see there in single player correspond to anything directly in MP. MP will simply go off exactly what your rating number equals.
