It is up to you.
I have horizon locked and car (car insides) move:

Others drive with the inverse of that (car is stactic but track moves.
Some others prefer it both ways (both move but not so much.

It is all personal preference so up to you to test and see how you like it.

For me locking to the horizon gives a better sense of gradients but bumps are less obvious compared to the opposite setting.

Everything about view / movement at 0% works best for me. Especially with wheel...
