Personally I don't practice them or race them often but having a group of friends where you can all jump on for fun sometimes is worth it.
And if you don't have friends or a reason to buy now maybe just wait till a rainy day and when it makes sense, I would say based on your post you don't really need to buy them unless you are in a league for them and still unless you are a league veteran in ACC already probably no need to not be in a GT3 league.
I'd agree it is on the pricey side but for me personally its worth it.
I would say there arent quite as many open gt4 servers as gt3's but plenty enough.
Also, the quality of the content in ACC is the same, if not better, than rFactor 2 or iRacing
