I really really want Sebring, I have always liked that track.
My understanding is they don't have access directly through these tracks but through SRO which is the sanctioning body.
True.
I don't have a direct link to this but one of the developers mentioned during a stream Q&A that licensing costs as a factor why some of these tracks were not included with the track pack. That and lack of time.
They were planning for (a lot?) more tracks a few years back but then Covid struck and they were locked out. And now they are well underway developing their next title so they likely prioritize that over DLCs and tracks to ACC.
Personally I would have loved seeing Road America over Sebring. I hate that bumpy track :).
