max pit speed is 50 kph and first gear in the box. touching the pits entry line in 2nd gear and you still get the penalty even if you are slower that 50 kph.
In general I did test a few things. The use of pit limiter is not required, nor there are gear restrictions to getting penalties. The only thing that needs to be done is stay under 50 kph for entire pit lane. Both speed limit start and end are marked with white line and speed limit board.
I did my test in singleplayer on Paul Ricard 30 min quickrace against 20+ ai on Audi evo II. No pit limiter and going through all the gears in pit lane, in car speedometer at 44 - 48 kph. No penalty. Oops, I just thought that I did mine as a drive through and I just remembered that I think that if you turn off your engine at pits with the ignition key instead of the starter, you need engage the pit limiter again after starting the engine. If that matters to you ...
That's my guess, anyway.
Same for when you invalidate a lap, you only get the warning or the invalidatiopn notification after you return to the track or sometimes after you complete the turn (I already got the penalty notification when I finished the following turn that I absolutely for sure did not invalidate there, so it seem to be a penalty "per section").
