I had that particulair problem once, and I solved it by doing that. Also you can get a calibration tool from the Thrustmaster website.
on my thrustmaster tmx a long time ago with the cheap 2 pedal set the spring pretty much failed did not spring back anymore so i took the pedals apart and when i put them back together i did not put the gears back perfectly aligned how they were originally so it had my throttle reading as on but the pedal was not touched so yea i took it back apart moved it a few teeth and checked it while it was on before i put the screws back in worked out perfect ...
maybe you can just calibrate it if you type in usb game controllers in the windows search bar or in thrustmaster control panel also check your inputs in game and see if you have set a dead zone and try the inverted options.

did you calibrate the pedals ? when you do this properly you basically changed how much force you have to put on the loadcell to get 100% braking depending on your spring setup and what not this has to be recalibrated every time you change your brake spring stength there is also a option for the throttle and clutch to adjust how much you have to push the throttle to get full throttle.
there is also some generic windows calibration thing this is not the proper calibration tool you need the one from thrustmaster also make sure you have downloaded one of the new thrustmaster wheel updates....it installs something that helps with compatibility in some games for the thrustmaster TLCM pedals for some reason there is no stand alone software for the TLCM so you have to install one of the new wheel driver software to get it installed i think you can use w/e wheel software like t300 or tmx. you do still need to download the TLCM calibration software on its own.

you have to click on the software tab at the bottom to get the calibration software to show up to download.
if you have any scaling set to make your font bigger in windows it could make it look strange so you might have to set your windows resolution temporarily to default settings at least the scale for text.

try this instead:
in ACC controls menu, click on the little arrow on the right side of brake axis and tweak/configure it.
also, check for any weird "brake gamma" setting (the default should be 1)
maybe renaming the "controls.json" file (you can find it in "C:\Users\%username%\Documents\Assetto Corsa Competizione\Config" folder) to have a backup and then restart ACC and configure your wheel and pedals settings from the start could help too

hey thanks for the advice, but I didn't quite understand what to do with the "controls.json" to initiate a new wheel and pedal configuration. Yeah it's definitely an ACC related problem, because all the inputs in other softwares/games seem normal
either rename it (ie controlsBACKUP.json) or move it to another place (ie you desktop)
this way, the game will create a new controls.json folder with the default settings the next time you will launch it.
you can also delete the file if you dont want a backup.
before creating a new controls.json file (or even after creating one), dont forget to check your pedals (axis) settings.
