I don't know, to be honest. There are no further information what so ever (at least AFAIK). My guess is, that the three new GT3s will be paid content aswell, since both the 2020 season (2 cars, 1 track) and Challengers DLC (4 cars) were paid, while the M4 GT3 was a single free car coming with the 1.8 update. But maybe i'm wrong and we'll have a nice surprise! :)
Never understood why the gt4's / cup cars aren't more popular, maybe because they aren't as easy to drive maybe, such a shame they are often more engaging to drive, gt3's get a bit boring after a while.
I tried default setups, paid setups and also free setups you find in different communities. I usually end up changing all of them to my liking. The setup alone will not make you faster, what will make you faster is having a car properly responding to your inputs. That's exactly what the setup is for. But to reach that, the amount of work is astronomous, so if you are able to set one parameter to min or max it just removes it from the equation. Which is what most esports setup are doing. But it is a compromise, in that case where the impact is as minimal as possible.
Of course you will always find that one setup that works better on that one track where you do not have to change anything and make you think "paid setup are cheats". But the same can happen on another track with the default aggressive setup as well.
It is important to note that the dev creating those setup still needs to try to keep the default setups as neutral as possible for most people to be able to enjoy it. From knowing him and racing a bit in his community, I also knows he tends to prefer understeery setups, which is usually opposed to what most esports setup aim at.
If you wish to even go further, having parallel setup does not even make sense and you should technically adjust left and right side independently, but who goes that far when you are just racing with pixels ? But at the end of day, remember, that you are driving.
