It's not optimal but I can get decent laptimes with it without killing my tyres.
PCars2 is garbage with controller imo, there's controller filters that cannot be turned off and cause input lag, it might be ok for casuals that play with assists & tap steering but it sucks for players that use precision steering.
ACC with a controller is fine, in fact it's one of the best racing sim controller implementations. PC2 has one of the worst controller implementations in a sim ever, which is the reason AMS2 has such a crap controller system at the moment, because they haven't extended it (yet).
To answer OP, yes, it is playable with gamepad, yes you can be fast with it and "steering returing to center" (also told as "helper" but it helps nothing if your inputs are on/off or almost on/off-lke as even if it return by itself to center it still screw you with too fast steering movements that will throw your car off) you may use it or not but either way you better push the analog stick forward and control your wheel by keeping the analog stick at the edge and away from the center, so you have much more smooth and precise steering input, also use the trigger buttons for brake and throttle.

Speed Sensitivity - How much the game will limit your max steering lock, according to instant car speed (let's say: at 30Km/h if you steer max right on your ministick, the virtual wheel will rotate more degrees than at 300Km/h)
Steering Speed - How fast the virtual wheel will react to your input and reach the limit of the available lock. Or in another way, how fast the virtual pilot will rotate the wheel.
Steering Filter - How much the game will smooth/limit aggressive input delta
Steering Gamma - The steering response curve. Gamma 1 should be 1:1, so from the middle position->full right (or left) stick travel, the input it sends goes from 0% (center) to 50% (middle right travel) to 100% (end) in a linear fashion. At Gamma 2 it might be something like 0% (center), 25% (middle right travel) to 100% (end) in a exponential curve, and so on as you raise it. Basically it'll tame input values near the center, while rising them more abruptly near the end of travel.

This technique only works for certain people. I've seen it suggested a lot, and it does nothing for me. It's actually less precise because your thumb/finger is always under tension holding the stick forward, which is not sensible - especially for a long race.
It's not rocket science, but feel free to damage yourself thinking otherwise.
You can also permanently damage larger muscle groups as well, if you aren't smart about how you manage that.
Still, you do what you want and see more fit (like me and everyone else), just happen my right knee is not doing good on its 38years tho yes, it is more manageable when the weather is hotter.
