You can turn visible cars down in settings so you dont get that pause in the middle of race.
maybe some ram can help you. i got 30% better performance after i went from 8gb to 16.
i have i5 9400f, RTX 2060 super, 16gb ram and a NvME M2 harddrive. My cpu but i can run ACC on highest setting in 1080p without problems and also 1440p.

A 10th Gen (i5 10600, i7 10700, etc) should be more than enough for ACC. A 9000 series might even work. 16gb ram (DDR 4 for most modern cpus, but some support DDR5). A GPU is going to be the hardest to find out of all components. A gtx 1080, 20 series, or 30 sereis (if you can find one for a decent price) should be fine. Note that you need some decent horsepower for 4k. A 2060 or 3060 should work fine for 1080p or maybe 1440p. Pricing a system out can save you a lot of money and heartache instead of buying a poorly built pre-assembled unit. If you go cheap, they skimp on cooling. I understand you probably just want a link to buy something, but this is an alternative.

Don't buy a laptop, buy a tower instead.
I suppose the most important question is "how much do you have to spend"....
When I downloaded ACC, my system told me I needed to update the graphics driver. My computer said it was currently running the best driver. Eventually I tried to change the graphics and my computer is now running slow and the color of the graphics is not the same. Needless to say, I know just enough about computers to get myself into trouble, but not enough to fix it. I am trying though.

For processor, a zen 3 (Amd 5600, 5700x etc.) or an alder lake (Intel 12th gen, an i5 12400 is good value).
You could also go for an intel 10th gen or 11th gen.
32gb ram (preferably 3200 ddr4 minimum).
For example, my tower has a Ryzen 5 5600x, 2080ti, 32gb DDR4 @ 3200 and 400mbps internet.
I also have a gaming laptop with an intel 9700H (hex core) 16gb ddr4 @ 2666.
Both systems run MSFS 2020 (albeit at different resolutions) and ACC is installed only on my tower.
I don't bother on my laptop because my wheel is attached to my desk!
With acc, I run in 4K resolution and use the FSR quality setting.
This gives me a constant 60fps with all high or ultra settings and it looks and runs great.
Either system is more than powerful enough to run iRacing (which is based on an old engine).
If you were only interested in ACC and Microsoft Flight Simulator I'd advise you to get an Xbox one, series X instead.
The problem with an Xbox is it will not play iRacing and some of the other games you might want to play, but it will play Project Cars 2 and the original Assetto Corsa.
It's also a pretty low price point for the amount of power you will get.
It might be worth you checking out some youtube videos of these games, running on the console.
You might be pleasantly surprised.
For a decently specced pc you will be paying upwards of a grand.
You pay your money, you take your choice.

i was really lucky and found a i7-8700k with a 1070ti for 400$ on craigslist about a year and a half ago when i started sim racing. i did not touch my xbox series x after getting this pc and in my opinion it was just as good and really a much better gaming experience for me most games are basically like playing on medium or low settings on console even the new gen and not many sim racing titles.
this was a very good 1440p gaming experience around 80-100 fps high settings although i would say for VR on ACC it was not amazing but still pretty good still great in a race but not spectacular looking but really good looking on automobilista 2 and original assetto corsa.
i ended up selling the 1070ti for 400$(can find for about 200$ used now still a good card) and getting a amd rx6800(580$) and still use the i7-8700k cpu it is a beast even being 5+ years old so i got really lucky with my investment lol i play at 4k and get around 120 fps on high/epic settings
anyways if your on a budget there are alot of ways to go i see alot of i7-8700k with a motherboard and sometimes even 16gb ram included in a used bundle for around 200$
also stuff like ryzen 5 3600 or ryzen 7 3700 is still pretty good and going to play most games pretty well.
the ryzen 5 5600(175$) and 5600x are pretty affordable for the performance they bring and have been going for around 200$(dropped down from 300) new can prob find a openbox motherboard on amazon for around 80-120$.
so its hard to say if its really worth it to buy a used cpu and motherboard when its probably 100$ difference but if your really on a budget 100$ could be alot.
i would say for graphics cards personally i would probably try to go with a 1080ti or 2070 and up if you can get a good deal.
the new lower end cards are kind of a dissapointment like the rtx3050 is not worth 350-400$ and not going to give you more performance than older cheaper used gpu.
anyways sorry for the rambling but for 400-600$ you should be able to find a mid range gaming pc used that will play most games at 60fps + at 1440p i would think maybe some really poorly optimized games like cyberpunk you may have to go down to 1080p or just run lower settings
