You can try this guide. Granted it's written for the Xbox One controller but it should work for the Xbox 360 controller as well.
Deadzone: 8% (very used gamepad)
Speed Sensitivity: 50%
Steer Filter: 83%
Steer Speed: 47%
Steer Gamma: 2.2
Auto-Steer: off
Don't give up. You will get used to the Game
Filter: 60%
Keep the auto-steer off.
I've spent 90% of my time playing this with a gamepad (around 100hours). It handles absolutely to my liking now, not too twitchy but just enough to control the spin or loss of traction.
Bmw is even with a Wheel undriveble :D
