Try checking with the wheel driver too:

Try changing usb port too and checking at Steam Bigpicture if controller is on or off and change its state to see if something changes.
In settings on steam my controller is detected. On other simulation game I don't have problems with it, only on ACC.
On screenshot you can see game detected my controller but only 3 buttons.

What is happening?
You click over throttle and brake but it dont let you assign or it let you assign but just wont read your throttle and brake pedals?
Have you tried assigning your pedals to anything else, just to check if the game is reading your pedals or if the problem is with the game recognizing inputs for brake and throttle?
I know some of what I am asking you to try may sound stupid but that is how I found out AC was not recognizing any assignment just for shift up and shift down while my paddle shift I could assign for other thing but could not assign anything to shift up and shift down.
Yes I click first with mouse for assign it then put leg on pedal and doesn't assign it. I try both pedals together and still nothing. Try assign throttle and brake with buttons on wheel but doesn't works only two buttons works on wheel but it's for shifting.
I read few forums how people fix they controllers, but nothing works for me. Pedals works on other simulation/drivers games.
If I look for other options like ABS increase or decrease or other which can't assign too and have buttons on wheel for it... this game only for keyboard or gamepad. xD

you can check this in wheel properties on control panel/devices and printers.
ACC accept only axis (or sliders) for throttle and brake.
one way to map buttons for throttle and brake in ACC is using x360ce (or a similar emulator) to map the buttons for brake and throttle to the emulated xbox controller trigger or right stick axis.
though even if you trick the game to think you use axis, you'll still using buttons mapped as axis and is very difficult to play it.
he is not have to select gamepad. in the wheel settings ACC will accept any axis input from any controller (real or emulated).

he is gonna map in x360ce (or in steam controller since he said his wheel is recognized by steam) only the buttons ACC not accepting.
i dont think his wheel has FFB but anyway is better not to map the steering in the emulator (just the gas/brake or any other buttons not recognized in the wheel settings) cause as i see he has 270 degrees of rotation and even is not ideal is way better than the (virtual) gamepad stick.
he can also use a more advanced emulators like vJoy (with joystick gremlin plugin) and do almost anything he wants (i.e. adding force feedback effects, deadzones, antideadzones, split axis, curved axis, virtual axis, macros etc)

i tried it when i got the t300RS with the crappy plastic 2 pedals. have a G920 and i plug them both in the pc using the logitech pedals. (i know there are some kits to plug them directly in the t300 or make them usb but i want to sell the g920 and i dont want cutting the cable to mod it)
i plan to get the USB thrustmaster pedals with the loadcell brake and until is available again in my country this strange combination works well LOL
BTW, AC1 and ACC are the only games i know that dont accept mapping buttons for throttle and brake. right choice IMO because is better to play with a gamepad stick and triggers with axis than a wheel with buttons instead of axis for brake and gas.
so, If OP has indeed a wheel with buttons is better to play with a gamepad or he will spin or lock the brakes in every corner...
