If you are thinking to buy that gpu to play this game think again
Early drivers for it were terrible stuttering, no matter what I did, but recent AMD drivers are better.
I've also gone down the path of unlocking the card via the AMD software - basically having it like a tornado to get cooling working.
But... all of that was hard work, and didn't net results.
What is working, automatic under-voltage via the AMD tuning panel for the card, then core locking and a mild overtune to 4.9Ghz on the processor and also very important, a set of evo M2 drivers for the drive to optimise that. Run the processor in performance mode too, which is basically everything at 4.9Ghz all the time.
Oh yeah, also check what your memory is running at in the bios, my DDR4/3000 didn't detect at that speed so set it manually for gains!
All up, I'm now running rock solid at 60FPS (all needed as on big TV) 1440p (don't try 4k, it won't cope), with most settings on high or ultra. I have turned the complexity of the mirror right down, but the draw distance right up - as I don't need to see a grandstand behind me... I also turned off/down all the replay stuff to try and limit the amount of work that the PC is doing whilst driving.
I'm sure the fps would be higher, but I've locked it to vsync, which whilst it seems to be controversial means I'm getting a solid frame rate and no tearing.
I was looking to swap/upgrade as it was never really performing, but have to say I'm super happy now I've put time into mild tuning and really getting everything to work well together.

Go onboard(cockpit) with a car mid pack
Run it for a few laps and pay attention to Msi afterburner stats
Repeat for different weather types/time of day and you will get a good idea of your setup being capable to adjust its hardware(graphics)settings
Be selective about what you turn down and you should be able to enjoy pretty high settings all around at 60 at that resolution IMO as long as the system is healthy and running well.
