I wouldn't say it's dead at all. Are sure you aren't limited by your rating? Also note that 99% of public servers are configured such that you can't join ongoing races. Anyway ACC public servers are currently way more active and cleaner than PC2 was ~6 months after launch. My reach stat is ~400 servers and 600-800 players on evenings. You can't expect much public multiplayer from a sim anyway.
As for the oasis, you'd use google, to see what's out there. Some leagues maybe? I used simracingsystem for old AC mp. For ACC, public multiplayer and competition servers are more than enough for me right now.
For Competition Servers you generally need all Track Medals and a SA rating of 70 (but this varies per race, sometimes a lot higher). If you try to register but don’t make the cut, try again another time as it’s designed that you are more likely to make the cut next time.
