Probably rumble stop working because the game dont recognize FFB as rumble (because FFB that deliver "details of the track and car reactions right into steering wheel inputs to the user", have nothing to do with rumble that deliver just "there is something here").

That is not really much of a way for the rumble to emulate a FFB other than vibrating more or less.
What you can try on controller is to configure it with more or less sensitivity but to keep it as a gamepad.
(Same thing work wrong if you take a steering wheel as a gamepad, the wheel FFB will be kind of dumb, being just a little heavy or very light and delivering just rumbles as the game dont understand what is to be delivered as FFB as it is reading as gamepad).
Anyway, whenever you can, get yourself a basic Logitech (G27 or G29) or Thrustmaster FFB wheel, you wont be disappointed.
You will need to adapt at first, to pedals and a real wheel (not gyro) that reacts to the car, track and what you are doing, but the experience will be priceless when compared to gamepad.
I still use gamepad for other racing games like this one Xenon Racer, The Crew, NFS . . . these are fun and dont even make sense to use a wheel as the wheel dont deliver FFB neither recenter or anything else and these games dont have anything close to realistic anyway.
Still, you can be fast at ACC or whatever with gamepad, you just need to know what you are doing and adapt to the situation and, as you mentioned, the precision is not the same, doable but not the same.
