im on a 2600x +1070ti and it works fine on epic settigs, draw distance 260%
70/80fps
I just did a clean uninstall and I actually installed it again on my newest SSD, which is even a bit faster.
My gpu drivers were already up to date and I did a few W10 updates.
Nothing changed, still really poor performance on the lowest settings...

It still may be. Is this running on a laptop? ACC is very processor-intensive (more so than other racing sims) and laptops are notorious for throttling down the CPU clock when they start to get hot. Your CPU base frequency is only 2.2GHz which would be very low for this sim if the CPU isn't getting its max turbo frequency of 4.1GHz. Have you checked the processor load and temperature when you're running ACC? Something like MSI Afterburner will give you good information but make sure you set it to show individual CPU core loads rather than just the CPU average (which will be much lower). However, none of this would really explain why it previously ran well but it's still worth checking.
The latest NVIDIA drivers have caused problems for some people so it may be worth trying an older version. Have you installed any new background apps (anti-virus, anti-malware etc) recently? Have a look in the Windows Task Manager and check that no other apps/processes are using a lot of CPU time while ACC is running.
Make sure you have the graphics card selected in the control panel as it may of done an updated and defaults to the cpu graphics instead leaving the GPU turned off for power saving.
Older Nvidia drivers made no difference actually.
After checking with Afterburner seems like the CPU is hitting the 90ºC. This seems "normal" for my laptop, which is a "beautiful sh*t" when talking about cooling design. It's looks more like a notebook than a laptop so temps are always high when gaming.

EDIT: I've been tweaking with the fans and now I've gained some fps on MID settings, even if the temps are still the same.

I've been practicing on a mp server and I had stable 60fps, in Monza with around 10 cars on track.
Unhelphully this is yet too low because of the stuttering.

Which settings in game are you playing with? Could you tell me your CPU temps when on track?
notebook cpu's are normally safe up to 100deg. well the 9750h in mine is anyway according to intel specs. But when I last checked it sat around 80-90 deg.
i7 9750h + rtx2060 + 16gb ram 2666 ddr4 + 2x 1tb M.2 nvme SSD's + 1tb HDD = My Laptop
Thanks mate, that did some of the job.
Now I've been able to finish all the track medals on single races with 23 cars on track and having around 50-60 fps.
Still far away from the way I used to run ACC before, but at least now it's playable.
Thanks this really helped, it took stress of off my CPU and then I realized I was running with 31 opponents lol I dropped that to 10 and now I get 60 plus FPS in 4K on Medium settings.
Those settings were already the default ones on my system, but thanks anyway.
